This is a difficult question. If you start replacing tracks, people may question why they should work hard for a rank at all. It may discourage them from driving for ranks. It's a bit like changing the rules of the game after the game is over. People who are no longer driving may still have a rank, so, in a way, they are still competing even after leaving us. Their rank survives them. This adds to the total of people who are still "active" in GPL, which is a good thing.
There is also a problem with creating V2 ranks. I don't think anyone competes for the 65 V1 rank with the old Clermont track. That is a dead rank, but at least it's still there and honors the people who worked for it. A person might even try to improve upon it.
If I had a vote, I would vote to create a V2 rank, but wait until all tracks currently in development are released. I know this might be years away, but if you are still playing GPL you know how to be patient. Or maybe it is possible to create a V2 rank with the track list incomplete. You could submit your times, but you might not get a rank until the tracks are complete. I don't really know, I'm just thinking outloud.
As I said, this is a difficult decision, but I think it's best to respect the people who contributed in the past by not changing their rank. I also think that this is best for the long-term health of GPLRank. The Rank is really the only reason I still drive GPL.
Edit: I don't think anyone will suggest replacing the Spa track when the new one is out.
