Incredible at Mosprain, for wmosport (the old wet mosport) add this lines in your track.ini to have white/grey water spray :

[ dirt ]
dirt_r = 220
dirt_g = 222
dirt_b = 231

Lee mentioned that the worst level is 20% less grip, so I suppose that you could look in GPL Replay Analyzer to see grip or Acceleration (lat) in the telemetry.  The difference between level 3 and no fog/rain effect is somewhere around 6%.
